Pay to Park When it’s Sunny

Some might think I have something about having to pay for car parks. I don't but I did come across this old photo of the car park at WideWater in Lancing which all during the winter and the non-sunny days of the summer the carpark is deserted and free of charge. As soon as the sun comes out, you have to pay, and what for? Sure, the Parish Council have to raise their money somehow so that they can spend it on… erm… I'm not sure what. But a car park is a car park, why do you have to pay one day and not the other, what extra do you get if you pay?? Nothing!
